NCARB Resolutions for 2004

The following resolutions were the ones actually voted on at the meeting; all others previously presented were withdrawn.

04-1 Model Law Amendment – Prototype Building Documents This amendment adds definitions to the model law regarding prototypical plans and seals. The amendment calls for allowing prototypical plans and sealing only if the originating architects holds an NCARB certificate. In addition, complete records of use of such plans must be maintained for at least five years following signing and sealing. Passed
04-2 Handbook for Interns and Architects Amendment – Rolling Five Year Clock This amendment essentially calls for instituting a five year deadline for completing the ARE which begins after a candidate takes their first division. Passed
04-3 Bylaw Amendment – Allowance for President and First Vice President This amendment allows the Board of Directors to set reasonable allowances for these two positions. Passed
04-4 Bylaw Amendment – Exam Administration Corrective Changes This is a housekeeping measure that puts the word “Architect” and other corrections in place to reflect the new ARE. Passed
04-5 Model Law Amendment – Retired Architects This allows retired architects to refer to themselves as an architect as long as they are not offering architectural services. Passed
04-6 Bylaw Amendment – Committee on Procedures and Documents Membership This amendment allows the Board of Directors to use their discretion when appointing the Chairs of the IDP Committee and the Committee on Education to serve ex officio on the P & D Committee. Passed
04-7 Amendment to Handbook for Interns and Architects and NCARB Education Standard Housekeeping measure that removes the word “practice” and inserts the word “experience” in its place. Passed

University of Oklahoma Wins NCARB Prize continued

In its entry, "Integrated/ Interactive/ Innovative: The Comprehensive Semester," Oklahoma State unites the theories of design, technology, and professional practice over the course of a semester. More specifically, the comprehensive semester integrates the design studio with structural design, issues of environmental performance and controls, and project management, leading to a unified and tightly orchestrated whole. Twenty-nine students worked with five faculty members and 50 practitioners, among them architects, mechanical engineers, structural engineers, and code officials.

Joining Oklahoma State as winners in the 2004 competition, which is formally known as the NCARB Prize for the Creative Integration of Practice and Education in the Academy, are five additional programs. Each will receive a $7,500 award.

The California College of the Arts—"Collaborative Teaching With Professional Mentorship"
Rice University—"BW + RH (Rice Building Workshop + Project Row Houses)"
University of Kentucky—"The Comprehensive Project: A Practice-based Studio"
University of Miami—"Interdisciplinary Community Building: Strengthening a Neighborhood"
University of Washington—"Urban Acupuncture/HSW Neighborhood Design-Build Studio"
Entries from Clemson University ("The Borough Project") and from the University of Kentucky ("Breaking Ground: Partnership & Process as Design Strategy") received honorable mentions.
