New Act & Rules Printed

A new printing of the NM Architectural Act Rules & Regulations was sent out to all registrants in November. A summary sheet of the changes was included in the mailing, which included major changes to the rule governing continuing education. You can see these changes in the Law section of this web site.

If you did not receive a copy of the new Act & Rules and are a registrant, it may be because the Board does not have your current address. If this is the case, please drop us an email at nmbea@state.nm.us with your current contact information.

** Exam Candidate Update**

A.R.E. candidates please take note: a recent change in NMBEA rules eliminates the need for you to notify the Board on a yearly basis to renew your exam candidacy. Your exam candidacy will remain intact and you can continue to test whenever you wish.

NCARB 2005 Annual Meeting News

The annual meeting of the National Council of Architectural Registration Boards (NCARB) will be held on June 22, 2005 in Miami Beach, Florida.

At this time, the following candidates are running for officer positions unopposed:

First Vice President: Robert Luke, AIA, NCARB, Mississippi;
Second Vice Pres.: Douglas Engebretson, FAIA, NCARB Massachusetts;
Secretary:Peter Rasmussen, FAIA, NCARB, Washington

Carleton Godsey is the President Elect and will take office at the end of the June meeting.

The following are the resolutions known so far to be presented at the meeting:

05-[A] Bylaw Amendment – Renaming First Vice President/President Elect
This is a housekeeping amendment that would clear up the naming of the incoming President.
05-[B] – Bylaw Amendment – Clarifying the Appointment of Committees
Housekeeping amendment regarding committee assignments.
05-[C] – Post-Professional Degree Clarification
Clarifies that training units may be obtained in a work setting while earning a post-professional degree.
05-[D] – Clarification of Technical Submissions
All technical submissions shall be identified by date and by name and address of the architect or the architect’s firm.
05-[E] – Sealing Technical Submissions
Relates to the application of seals to documents submitted for permitting or regulatory approval.
05-[F] – Bylaw Amendment – Adding Second Vice President to Finance/Management Committee
As stated in the title.
05-[G] – Revocation of Northern Mariana Islands Council Membership for Failure to Pay Regional Dues
As stated in the title.
05-[H] – Certification of Foreign Architects
Lays out all the terms and conditions by which an foreign architect could obtain an NCARB certificate through the Broadly Experienced Foreign Architect option.
05-[I] – Certain Training Units
Changes the minimum period for obtaining training units from 10 weeks to 8 weeks, allowing for training units to be gained during summer employment.

NMBEA and Director Receive Accounting Awards

An award ceremony was held at the State Capitol on September 24, 2004 by the Department of Finance and Administration (DFA). This was the first annual “Responsibility for the Accounting Function” awards presentation. The NM Board of Examiners for Architects was one of only six state agencies to receive a plaque in recognition of the agency achieving all six standards set forth by DFA in Fiscal Year 2004.

The Director of NMBEA, David Knauer, serving as the agency’s Chief Financial Officer, was also awarded a certificate for this achievement.

New State IDP Person Named

A new Intern Development Program Coordinator has been named to replace departing Katrina Spencer. Ms. Tina Reames, AIA is now the person for interns to contact with their questions and concerns regarding the IDP process and the Architectural Registration Examination. This is an American Institute of Architects (AIA) sponsored position.

Ms. Reames was licensed in 2001 so she is quite familiar with the computer exam and the IDP process. She is also an active member of the AIA Albuquerque Chapter. Ms. Reames is an Associate Architect in the firm, Edith Cherry/ D. James See Architects in Albuquerque.

WCARB 2005 News

This year the regional meeting of the Western Conference of Architectural Registration Boards (WCARB) was held in conjunction with Region 3, the Southern Region, in Memphis, Tennessee on March 17th.

WCARB is the largest region of the six that make up the National Council of Architectural Registration Boards (NCARB).

Both regions met individually and as a group to discuss issues and decide on actions for the coming year. Members of the National Council of Architectural Registration Boards (NCARB) Board of Directors were also present for discussions on issues, which included a first look at the new strategic plan.

In the WCARB region Ken Naylor of Utah was elected Regional Director. A vote of the region’s membership also confirmed Grey Erny of Nevada as Chair of the region’s Executive Committee, with New Mexico’s Roger Basarich being elected to the Vice Chair position.

The jurisdictions that make up WCARB are: Alaska, Arizona, California, Colorado, Guam, Hawaii, Idaho, Nevada, New Mexico, Northern Marianas Islands, Oregon, Utah, and Washington.

Major Staff Change for NMBEA

On March 25, 2005 the Board’s Information Officer, E. J. Paterson, will leave her job at NMBEA. Ms. Paterson has worked for the Board since June of 1996. Some of her accomplishments include:
• Developing the Board’s first web site and upgrading it several years later
• Developing the Board’s online continuing education courses
• Developing the Board’s compliance and policy databases
• Initiating many Board rules and regulations
• Creating and simplifying Board procedures and processes

These are just some of the ways in which Ms. Paterson has impacted the operations of the Board in her, almost, nine years with it. Because her work has been “behind the scenes” so to speak, she has been an unsung hero to most of our registrants. However, Board staff and Board members are well aware of the enormous contribution Ms. Paterson has made to this agency. Obviously, her presence will be painfully missed. Her replacement, Ms. W. Propp, will begin work on April 11th, so please be patient as she settles in.

Let’s all wish E.J. the very best as she starts her new life in Hawaii, where she intends to enjoy life to its fullest, whether it be from a hammock or a kayak. Have a great time in paradise E.J.!
